Xref romans 9v13.
In the Book of Malachi we read about priests who have been corrupt. In the same way in the Book of Romans the priests were still corrupt as Malachi was written only 400 years prior to the time of Jesus christ. Concerning this corruption the Apostle Paul makes an argument saying that those born of Abraham do not always inherit Abraham's promises. But just as God loved Jacob and hated Esau or more so eat them the nation God chose Jacob or Israel because they had done God's Will and obeyed the lord. He rejected Esau and the nation of Edom because they wanted to destroy Jacob and the nation of Israel just like Cain destroyed abel. But this time God saved Israel and Jacob. Here are the argument continues to say that even though the Jews are born of Abraham they do not necessarily automatically inherited the promises of abraham. Nor the promise of God's blessing but instead it is based on obedience and belief in the Lord. For this reason God has rejected the Jews and there will be a Remnant and he's accepted the Gentiles who believe in him and believe in the Divinity of Jesus Christ as being a Godly thing. It's yet another rebuke of the Pharisees who dipped into legalism while rejecting God's spirit in an attempt to reject God yet to retain his blessings. The Apostle Paul says no you will not retain His blessings only obedience to the Lord which includes faith in Jesus Christ will save you and save your souls. Please note that this is an argument against unbelieving Jews and in favor of believing Jews and believing gentiles. This is not an argument against two different types of gentiles. The calvinistic View is to say that mankind does not have free will and God chooses whomever he wants to choose to be by his side in heaven in the afterlife. This is taking Romans chapter 9 out of context. The context of Romans chapter 9 is to set up a rebuke towards Jews who reject God within the Pharisees and within the priesthood of 60 AD. So why does God choose some and reject others? It is based upon obedience Cain rejected God and murdered his brother Abel so God rejected Cain due to disobedience. The priests of Malachi's day rejected God in their heart therefore God rejects them because of their own disobedience. God rejected the nation of Eden as described in the book of obadiah. He rejected them based on their own disobedience. God uses rejection as a tool to bring about repentance this is described over and over again in the book of micah, yet you did not return to me. It can be summed up in the words told to King Saul I desire mercy and not sacrifice obedience more than ceremony.
